Massachusetts Rental Voucher Program

The Massachusetts Rental Voucher Program (MRVP), formerly known as the Chapter 707 Program, offers low-income families the opportunity to live affordably in decent rental housing in both scattered-site and project based units.

A mobile voucher is tenant based and can be used in Massachusetts. Project based vouchers are attached to specific housing units and must be used for the approved unit.

General Eligibility & Guidelines

To be eligible, an applicant's household income can not exceed 200% of the prevailing federal poverty level standard for Massachusetts. A background check is required and a Criminal Offender Records Information (CORI) screening will be conducted prior to admitting an applicant to the program.

There are 2 types of MRVP program components:

Project Based Component - A participant pays either 30% or 35% of their adjusted gross income, depending upon whether or not heat is included in the utilities.

The Mobile Component (Funding Currently Frozen) - A tenant based program, the state subsidy or voucher value is a set amount. This amount is determined by several factors: the tenant’s income, household size and geography. The participants pays the difference between the value of the voucher and what the landlord charges for rent.
