Housing Rehabilitation
HRA administers deferred payment housing rehabilitation loans on behalf of many of the municipalities of Franklin County. Currently, we do not have any funds available.
These loans provide an affordable means for homeowners to bring their homes into compliance with building codes, perform needed repairs and weatherize their homes.
Eligibility
Eligibility for the housing rehabilitation program is determined by income according to the guidelines shown below. Eligible applicants who qualify for a full loan could receive a maximum of $35,000 depending on the severity of the building code violations on the property.
No-interest, deferred payment loans
Housing rehabilitation loans are secured by a zero-interest, deferred-payment mortgage recorded against the property to be improved. No-interest means that the amount that is borrowed is the amount that is payed back. In other words, no interest is added over the life of the loan. Deferred payment means that the homeowner will have no monthly loan payment. The amount loaned is secured by a mortgage placed on the property and the loan amount is due upon the sale or transfer of the property.

Income Limits
Homeowners and any tenant families must have an annual gross income equal to or less than the following amounts as of 05/31/2011:
