Public Facilities - Community Development Block Grants

Due to limited capital budgets within Franklin County and Noth Quabbin towns; municipalities seek Community Development Block Grant (CDBG) to help finance public facility projects. HRA assists these municipalities in securing CDBG funding for many public facility projects.

A "Public Facility" is defined as a building or structure that is publicly owned and used by persons seeking access to services provided by or available in the facility.

General Eligibility

Public facilities improvements conducted by most municipalities are eligible for CDBG assistance under Title I of the Housing and Community Development Act of 1974. These funds can be used for building facilities.

Some examples of public facilities projects that can be assisted with CDBG funds include:

• Construction and/or rehabilitation of Senior Centers
• Removing architectural barriers from public buildings such as Town Halls and Libraries

How to Apply

HRA's Community Development department will be pleased to assist your community to develop and submit an application for MCDBG/CDF funds.

Yearly Grant Fund Applications: In January of each year, HRA sends out "reminder letters" to Franklin County municipalities outlining the process and deadlines for requesting assistance. Interested communities request HRA's assistance in developing an application by sending a written response by the deadline cited in the reminder letter.
