| HRA's Community Development
department helps town officials and municipalities
develop and submit applications for Massachusetts
Community Development Block Grants (MCDBG) /Community
Development Funds (CDF).
At the beginning of each year, letters are sent to
towns outlining the process. Towns are required to
initiate requests for HRA's assistance. Eligible projects
must benefit the low to moderate income residents
of your town.

Sanctioned town planning bodies and town officials within
Franklin County and the North Quabbin Region are eligible
for HRA assistance in preparing, submitting, and implementing
MCDBG & CDF projects.

Housing Programs: Housing
rehabilitation, acquisition, demolition, and homeownership
Public Facilities and
Infrastructure Improvements:
For example, water and sewer systems, road improvements,
and handicapped accessibility renovations
Community Economic Development:
May include infrastructure improvements, which support economic
development activities or technical assistance programs
for small businesses
Social Services Programs:
Programs to address the human resources needs of town residents.
Although Requests for Proposals haven’t yet been
published, it is time to start planning for fiscal year
2005. Towns in Franklin county are welcome to contact HRA
if you would like the Authority’s assistance in developing
