Infrastructure - Community Development Block Grants
| Many communities
seek Community Development Block Grants (CDBG)
for infrastructure projects because they have limited
capital budgets. HRA helps Franklin County and North
Quabbin communities prepare successful applications.
The HRA provides project oversight throughout the
entire process; design, project bidding, and project
management/oversight. The HRA often works with municipalities
well in advance of funding submission to prepare a
complete and competitive funding application. |

"Infrastructure" is defined as public
improvements at street level or below grade, the effects
of which are felt through an entire area. Infrastructure
improvements conducted by municipalities are eligible for
CDBG assistance under Title I of the Housing and Community
Development Act of 1974. These funds can be used for installing
and/or upgrading public works improvements and facilities.

• Installation of storm water drainage, sewers and
water mains
• Reconstruction of streets, sidewalks, culverts,
and bridges
• Upgrades to waste water and water treatment facilities

HRA's Community Development department will be pleased
to assist your community to develop and submit an application
for MCDBG/CDF funds.
Applications are Processed Yearly: In January
of each year, HRA sends out reminder letters to Franklin
County municipalities. The letter outlines the process and
deadlines for requesting assistance. Interested communities
request HRA's assistance in developing an application by
sending a written response by the deadline cited in the
reminder letter.
