Housing Rehabilitation - Community Development Block
Grants
| The Franklin County
Housing and Redevelopment Authority (HRA) administers
a Deferred Payment Housing Rehabilitation Loan Program
on behalf of towns located in and around Franklin
County and the North Quabbin Region.
The program goal is to enable low to moderate-income
homeowners to bring their homes into compliance with
local building codes and regulations. The program
can also assist rental property owners to affordably
rehabilitate rental units occupied by income eligible
tenants. |

There are three areas of general eligibility for the Deferred
Payment Housing Rehabilitation Loan Program:
• The project must be located within a pre-qualified
town. Since this list is updated yearly, you may be able
to apply for project funding if your town is in the pre-approval
phase - See
which towns are currently approved.
• Homeowners and tenant families must have an annual
gross income equal to or less than the levels determined
for the area - See
the Income Guidelines.
• The projects must address code violations and the
completed work must bring the property into code compliance.

HRA's Community Development Department has administered
and implemented successful CDF grants for the small towns
of Franklin County each year from 1982 to present. CDF funded
projects have included single and multi-town rehabilitation
programs for both single and multi-family housing (2,056
units in 27 towns to-date). There are two categories:
• Improvement Projects: A variety of internal
and external home improvement projects are eligible provided
they address code violations. See

• Lead Paint Projects: If your house was
built prior to 1978, it may contain lead paint. Federal
regulations mandate that, as part of this program, lead
paint must be brought into “interim control”.
This means, lead paint stabilization and removal of the
most hazardous lead paint.

to Eligible Applicants |

Qualified applicants may be eligible for a full or partial
deferred payment loan, up to a maximum of $30,000.00 per
unit, to correct code violations. The 0% interest, deferred
payment loan is secured by a recorded mortgage lien placed
on your property. The amount loaned is due and payable upon
sale or transfer of the property.
